From the 2012 China International Conference on Water-soluble Fertilizers, the Ministry of Industry and Information Technology is reviewing the industry standards for water-soluble fertilizers. The standard is expected to be introduced within the year. Since then, the water-soluble fertilizer industry will face the constraints of two sets of industry standards: agriculture and chemical industry.
Since 2006, the Ministry of Agriculture has issued four standards applicable to foliar fertilizers for a large number of elements, trace elements, amino acids, and water-soluble fertilizers containing humic acid, which have played a very important role in promoting the development of water-soluble fertilizers and market regulations in China. With the integration of water and fertilizer in various places, drip irrigation, micro-sprinkler irrigation technology and facility agriculture have set new requirements for water-soluble fertilizer indicators. If the Ministry of Agriculture uses the standard of the Ministry of Agriculture for drip irrigation, that is, the ratio of water-insoluble matter is set at 5% or less, such drip nozzles and nozzles are easily blocked in practical use, which increases the cost of facilities. Therefore, the response of the farmers is very strong. According to industry insiders, the proportion of water-insoluble matter in solid-liquid and water-soluble fertilizers has been reduced to 0.5%. This is the biggest difference between chemical industry standards and agricultural industry standards. It is adjusted to this imperfection.
Although the person in charge of the National Chemical Fertilizer Quality Supervision and Inspection Center (Shanghai) pointed out that the chemical industry standard is a recommended standard, many domestic water-soluble fertilizer companies are confused about the simultaneous existence of the two sets of standards. A company representative said that most enterprises can achieve 5% or less, but the proportion will be reduced to 0.5%, the threshold suddenly increased too high, and is not conducive to the just-prosperous water-soluble fertilizer business. Many people who have been engaged in the research and promotion of water-soluble fertilizers for many years also stated that the proportion of the reduction is conducive to standardizing the water-soluble fertilizer industry, but the high threshold is not only conducive to the rational use of fertilizer resources, but also unfavorable to the purchase of farmers.
The implementation of multiple standards for the same product is not a good thing for industrial development. For instance, there are voices in the industry saying that the simultaneous existence of the two standards will inevitably increase the management costs of the regulatory authorities. It can be imagined whether the standards can really regulate the development of the industry. Fertilizer is not only an industrial product, but also an agricultural input. Therefore, fertilizer standards should ultimately meet the needs of agricultural development, and producers and consumers should not be at a loss. Therefore, people of insight urge that the country should plan fertilizer product standards at a higher level, aim at the development of modern agriculture, solve the contradiction between industrial products and agricultural input standards that have existed for many years, and avoid confusion caused by the separate administration of the departments.
