Dalian Petrochemical Blasted and Fired At 10:06 yesterday, in Dalian Ganjingzi District, PetroChina Dalian Petrochemicals suddenly heard a boring explosion. Some citizens could hear it at a distance of one kilometer.

With the sound of an explosion, PetroChina's storage tank No. 875 at PetroChina Dalian Petrochemical Co., Ltd. ignited a large fire, and the thick black smoke rapidly rushed to the sky. Citizens report that smoke can be seen in the distant port of Dalian and smell a pungent odor. Other eyewitnesses claimed that they were far away from Dalian Airport and they also saw heavy smoke rising in the direction of the explosion.

The burning diesel tanks contain more than 800 tons of diesel fuel. They are located in the petrol tank area of ​​PetroChina Dalian Petrochemical. There is a huge tank containing gasoline, diesel, liquefied petroleum gas, and jet fuel. Once the fire spreads, the consequences will be unimaginable. .

Dalian immediately launched an emergency plan. Dalian Municipal Party Committee Tang Jun and Mayor Li Wancai arrived at the scene to direct. The Ministry of Public Security far away in Beijing rushed to mobilize 65 fire engines and organized 296 fire brigade soldiers to fully rescue them. PetroChina set up an emergency headquarters under the leadership of General Manager Jiang Jiemin, and deputy general manager Shen Diancheng led the technicians to the scene.

While the fire officers and soldiers took out the fire tank, they monitored three other tanks nearby and took away the stored diesel fuel.

The fire was extinguished at 1320 yesterday and caused no casualties.

The person who was on the scene quoted a person from the Ministry of Public Security saying that the fire was caused by the bursting of the pipeline connecting the oil storage tanks, the leakage of diesel oil, and the explosion of static electricity generated during the operation of the staff. However, as of last night, related persons of the Dalian Petrochemical News Center still said that the cause of the fire was still uncertain and was under investigation.

Regarding how static electricity is generated, it is not caused by human error. There is still no further details disclosed. However, chemical experts say that anti-static electricity is an indispensable part of every petroleum and chemical company's homework, and it is not clear why Dalian Petrochemical has such routine errors.

According to available information on four major fires in 13 months, PetroChina Dalian Petrochemical is the largest refinery owned by PetroChina. On August 7, 2008, its annual oil refining capacity was raised to 20.5 million tons in one fell swoop, becoming China's largest refinery base at that time. At present, Dalian Petrochemical is still the second largest refinery in China, although its refining capacity is surpassed by Sinopec's Zhenhai Refinery (23 million tons).

In 2008, PetroChina General Manager Jiang Jiemin requested Dalian Petrochemical to “create an exemplary oil refining enterprise”.

On July 16, 2010, CNPC exploded in the oil tank at No. 103 crude oil reserve base in Dalian. The fire burned for 15 hours, and 1,500 tons of crude oil leaked into the sea, causing pollution of more than 430 square kilometers of sea surface.

On October 24th of the same year, when CNPC dismantled the No. 103 tank, it again ignited the fire.

This year, on the first anniversary of the July 16 explosion, a petrochemical device of 200,000 barrels per day from Dalian Petrochemical Group broke out. The fire burned for more than five hours.

It was the oil refinery that caught fire yesterday. It occupies half of Dalian Petrochemical's refining capacity and was shut down after a fire on July 16. It was originally expected to re-run this week.

When interviewed by the Morning Post reporter yesterday, relevant personnel of Dalian Petrochemical Company claimed that they did not know why the accidents had been repeated since this time. "We are doing our best to ensure safe production."

In the semi-annual report just disclosed by PetroChina, Jiang Fan, general manager of Dalian Petrochemical, was announced to no longer serve as a director of PetroChina listed company. Jiang Fan is 48 years old and has been employed as a director of PetroChina listed company since November 2005. The resume shows that he had been deputy general manager of Dalian Petrochemical since September 1999; and he has been the general manager of Dalian Petrochemical Company since February 2002. The announcement did not give relevant reasons.

Dalian petrochemical stakeholders said yesterday that the day of the fire point is the tank farm, the core of the refinery is not affected, so the company's refining will not have any effect.
