Article 2 This regulation applies to fire safety management activities in the process of housing lease in this Municipality.

Article 3 The responsibility for fire safety of rental housing is borne by the lessor. It is prohibited to rent houses that do not meet fire safety standards and requirements.

If the building is to be managed and used by others by the owner in the form of rental or commission, the owner shall sign a fire safety agreement with the management user, supervise and manage the user to implement the fire safety responsibilities and measures, and shall not pose a threat to the management user to endanger fire safety. Article 4 Lessees and management users shall perform fire safety duties. The residential houses and their auxiliary fire-fighting facilities and equipment shall be used reasonably and safely, and shall be consciously accepted and cooperated with the supervision and inspection of the competent administrative department and the lessor to eliminate the acts that endanger fire safety.

Where a unit rents a house as a collective dormitory for the residence of the employees of the unit, the unit shall perform the fire safety management duties in accordance with the provisions.

Article 5 Property service enterprises or other managers at the premises of rented houses shall do the following fire safety work:

(1) To carry out daily fire safety publicity and education, prompt hidden dangers of fire, and organize residents to carry out fire extinguishing and emergency evacuation drills;

(3) Maintaining and managing common fire-fighting facilities and equipment within the management area to ensure that they are sound and effective;

Article 6 The residential houses rented by this Municipality shall meet the following fire safety conditions:

(1) If there are more than 10 rental rooms in the same house in the same city or if there are more than 15 residents in rental housing, separate fire detection alarms shall be installed in each room and public area. Each rental household shall have at least one Fire extinguisher (each type of fire extinguisher with an ABC type and corresponding fire extinguishing level fire extinguisher of 2kg or more); other rental houses in the city are encouraged to install stand-alone fire detection alarms and fire extinguishers in accordance with the above standards;

Article 7 The following activities that endanger fire safety shall be strictly prohibited in the leased residential houses and ancillary facilities:

(1) Production, operation and storage of flammable and explosive dangerous goods;

(2) Occupying and blocking evacuation passages and safe exits by stacking articles and parking vehicles;

(3) The use of liquefied petroleum gas in civil air defense projects and common underground chambers;

(D) Overloaded electricity, installation of substandard fuses and fuses;

(5) Unauthorized demolishing and installation of gas facilities and appliances;

(6) stacking, stacking or erecting huts on public access, stairs, safety exits, etc.;

(7) Other acts that endanger fire safety.

Article 8 If there is a fire safety violation in a rented house, the public security authority shall handle it in accordance with the law.

Article 9 This regulation shall come into force on November 20, 2014.
