In order to strengthen the management of key laboratories of the Ministry of Education and promote the sustainable development of key laboratories of the Ministry of Education, the Ministry of Education Science and Technology Department decided according to the requirements of the Interim Measures for the Construction and Management of Key Laboratory of Colleges and Universities and the Evaluation Rules of Key Laboratories of the Ministry of Education. This year, we will evaluate the key laboratories of the Ministry of Education in the field of engineering and materials science directly under the central government (see the attached list for the list of participating laboratories). The relevant matters are hereby notified as follows:
First, the evaluation principle
1. Adhere to the principles of “openness, fairness, justice†and “reliance on experts, promoting democracy, seeking truth from facts, fairness and reasonablenessâ€, and combining qualitative assessment with quantitative assessment, with qualitative assessment as the main factor.
2. Focus on the evaluation of the overall operation of the laboratory, highlighting the achievements of the laboratory supporting high-quality higher education and research university construction, supporting major scientific and technological innovation, cultivating and gathering outstanding talents and teams, and high-level academic exchanges. At the same time, it pays attention to the standardized management and mechanism innovation of laboratories and the outstanding contributions to serve the country's major needs and regional economic and social development.
3. Based on the results of the laboratory's output in the past five years, the actual results and future development trends will be highlighted. The scientific research results (such as papers, patents, etc.) included in the statistics must be signed by the laboratory after acceptance, and the results during the construction period can be counted according to the fixed personnel, and the results need to be consistent with the laboratory direction.
4. Emphasize the substantial support (resource allocation, policy tilt, talent introduction, etc.) of the supporting units in the construction and operation of key laboratories, and highlight the close integration of laboratory talents, projects and bases.
Second, the evaluation procedure
The evaluation work is divided into two phases: on-site assessment and comprehensive assessment. It is planned to conduct on-site assessment in September and comprehensive assessment in mid-October. Specific time and grouping arrangements will be announced separately.
On-site assessment
It includes the following contents: (1) listening to the laboratory director's work report (50 minutes); (2) listening to the laboratory representative research results academic report, no more than 5, total time 50 minutes; (3) laboratory site inspection ( Including humanities academic environment, demonstration of major achievements, seminars of laboratory personnel, operation and management of laboratory equipment, etc.; (4) expert group evaluation, form evaluation opinions and feedback to schools and laboratories.
2. Comprehensive assessment
According to the results of the on-site assessment, the 30% and the last 20% of the laboratory organization expert groups in each group's on-site assessment will conduct a centralized meeting defense and comment.
Based on the on-site assessment comments and the comprehensive assessment opinions, the Ministry of Education determines the list of “excellentâ€, “good†and “poor†laboratories for the year. The Ministry of Education will give certain support to the "excellent" laboratories. “Poor†laboratories are no longer included in the key laboratory sequence of the Ministry of Education.
Third, the evaluation requirements
1. Evaluation is one of the important links to strengthen laboratory management and an important means to promote the construction and development of laboratories. Relying on universities and laboratories, we must attach great importance to laboratory evaluation work, in accordance with relevant regulations and requirements, in accordance with the principles of rigor and truth-seeking, fully prepare for laboratory evaluation.
2. The school should carefully organize and write the work report of the laboratory director. The report should highlight the landmark achievements of the laboratory, highlight the remarkable achievements in the construction of the laboratory team, personnel training and opening up, exchange and cooperation, and service area development, and report at the same time. Achievements and experience in laboratory management systems and operational mechanisms.
3. It is necessary to fully prepare for the report of the laboratory work, the report of the representative academic report and the preparation of the defense. Laboratory personnel, especially key researchers, should fully cooperate with the laboratory director to do the assessment. In the on-site assessment, the expert group's report on the laboratory director's report is answered in principle by the laboratory director.
4. According to the “Evaluation Rules of Key Laboratories of the Ministry of Educationâ€, all laboratories that have passed the acceptance and officially opened for more than two years (before the end of June 2010) must, in principle, participate in the assessment. Laboratories that have passed the acceptance but have been open for less than two years may voluntarily submit an evaluation application to the Science and Technology Department of the Ministry of Education and submit an evaluation application in accordance with this notice. If you have any objection to the participating laboratories or apply for the evaluation of the laboratory, please submit a written explanation or application by the supporting unit before May 31, 2012. If the application is not accepted within the time limit, it shall be strictly implemented in accordance with this notice.
Fourth, the laboratory evaluation application preparation
The indicators of the laboratory evaluation application only count the results and data of the evaluation period (from January 2007 to the end of June 2012).
Please relevant universities to carefully organize the application for evaluation of key laboratories of the Ministry of Education (for details, please refer to the “Download Center†column at ) and paper materials and electronics before August 31, 2012. The CD-ROM (1 in each case) is submitted to the Basic Research Division of the Science and Technology Department of the Ministry of Education.
